This time, the programme specifically focused on the environmental challenges of ports, port cities, coastal areas, and waterways. Through nine-month residencies, STARTS4waterII enhanced collaborative artistic research, creation, and innovation in different port cities and their related ecosystems and industries across eight countries: Belgium, the Netherlands, Italy, France, Ireland, Austria, Croatia, and Slovenia. Kat Austen, Lauren Moffatt and Siobhán McDonald were the Beta Festival selected artists in residence in Galway, Belfast and Dublin port. The projects explored and reflected on ports as interdisciplinary liminal spaces for reimagining our entanglements with water, technology, and ecology. His past works, such as Arcadia Inc. and World Upstream, look at landscapes shaped by infrastructure, and at the ghosts of what is erased in the name of progress. For his Beta residency, Cezar is investigating satellite networks as more than instruments of surveillance or monitoring: what if these orbital technologies develop their own environmental consciousness? What if satellites could grieve ice loss in Greenland, or obscure landscapes out of a refusal to see? His practice often explores “aliens” not as extraterrestrials but as any form of otherness - plants, dust, AI, or climate systems - that reveals new ways of perceiving the self. During the residency, Hung Lu will develop an immersive installation that merges participants’ biosignals - like heartbeat and breathing - with real-time environmental data. Instead of seeing nature as numbers on a graph, audiences will feel environmental change through sound, touch, and guided imagery. By embodying the rhythms of the climate, the work invites participants to experience AI not as an abstract machine, but as part of a shared ecosystem. This layered approach imagines a new form of collaboration between humans, machines, and the environment—an artistic step towards the “symbiocene.” The Studiotopia programme at Beta asks what it means to move from a data-driven, extractive view of the world to one that embraces ecological complexity. Stephanie co-curated the ground breaking touring exhibition, the Glass Room; enabling over 200,000 people worldwide to reflect on their relationship with technology and its impact on their environment. In parallel, she now trains, teaches and consults on technology and design ethics. Stephanie was an Affiliate at Berkman Klein Centre for Internet and Society, Harvard University; a Visiting Industry Associate the Oxford Internet Institute, Oxford University; and awarded an Ashoka fellowship for her work as a social entrepreneur. SEED: Signal and Trace presents six new commissions by Shane Finan, Cailean Finn, Adam Gibney, Clíona Harmey, István László and Fiona Mc Donald. Each work receives a signal and leaves a trace. The signal is live: wind data drawn from the national grid, carbon dioxide flux radioed to a performer, three vases agreeing that a temperature record has been broken. The trace is what remains once it has passed: ink on paper, a shadow photographed at noon, plankton on silk, a gall on a wild rose. Instruments turn the environment into data; these works return that data to the senses, as sound, scent, touch, breath and sight. The exhibition asks what we come to know about environmental change when its data is felt rather than read, and what the readings leave out. The SEED project is funded by a Research Ireland COALESCE Strand 2A grant. Their work probes how nature and digital mediation intersect; examining disconnection from the physical earth while imagining speculative forms of “uncanny nature” within virtual environments. Focusing on the Bog of Allen in the Midlands, Liing is considering this post-industrial landscape as a site where multiple energies converge through human, animal, plant, cosmic, and technologic interactions. This research has been developed through fieldwork, 3D scanning and CGI studies, and framed through the lens of experimental geography, new materialism, and a critique of eco-modernity. Currently, Liing is working with a 3D scanned Irish Elk from the Vienna Museum of Natural History found online. Inspired by Barrie Cooke’s painting Megaceros Hibernicus depicting an Irish Elk emerging from fog, its antlers as ‘massive antennae transmitting… a message from the past’, Liing asked the question ‘how does this transmission from the past manifest in its new digital environment?’ Using 3D animation combined with Machine & Reinforcement Learning in the robotics software Isaac Lab, Liing has been teaching this 3D scan how to walk, with the aim of it learning how to navigate in the digital space it exists in. About the work: Cybernetic Ecologies is a data driven, hybrid installation, utilising real-time local weather data, feedback loops and interactive technologies in order to recontextualise posthumanist ideologies through a cybernetic lens within the digital era. Primarily this line of inquiry is concerned with embodiment and the hybridisation or dissolution of otherness dividing the digital, the self and the environment, by means of understanding surfaces, specifically our landscapes, as informational patterns and positioning the skin as a membrane where data resides. In a rigorous exploration of rhizomatic networks, this work explores the fluidity and interconnectedness existing between human and non-human systems, drawing parallels between data infrastructures and invasive plant species; contextualising the relationship between them and their surrounding environments as a cybernetic system in itself. Shane Finan: Shane Finan (he/them) assembles artworks and projects from interactive contemporary technologies, found objects, and traditional artistic media. Their work is as both artist and creative producer on collaborative projects. It is research based and explores the impact of technologies on rural places. Artwork Description and Title of Work: Bedeguar Bedeguar completes Signal Ecologies, a three-year investigation that uses insects as models for thinking about technological power. The series moved from parasitism (Ormyrus nitidulus, 2024), the one-sided taking that mirrors how platforms extract value from the people who supply it, through mutualism (Osmia caerulescens, 2025), an exchange that benefits both sides, to this generative case: the encounter between a gall wasp, Diplolepis rosae, and a branch of wild rose. The work is a six-minute video and an augmented reality sculpture, shown together. In the video, the camera circles a rose branch with the slow attention of a researcher at a bench. The wasp arrives, settles, and begins an exchange with the plant whose chemistry neither organism controls alone. Out of it grows the bedeguar gall, a mossy, improbable structure that is part wound and part architecture, a habitat in its own right. Throughout, the image carries environmental and observation data, magnification and specimen identifiers among them: the instruments through which living things are turned into knowledge. When the gall completes, the screen offers a code. Scanning it lifts the gall into the room at the scale of a monument, animated and walkable, so that the visitor has to move around it to see it. The act of looking changes hands: the visitor takes up the scientist's posture, but to wonder rather than to verify. Against a technological culture organised around extraction and control, Bedeguar holds up a relation that produces something new precisely because no single party commands it. Artwork Description and Title of Work: Inhale Exhale - Cloud Chambers (868MHz Transmitter) The work centres on custom built floating and ground greenhouse gas (GHG) chambers that measure CO₂ flux from still water and peatland ecologies on a restored cutaway bog, transmitting live environmental data via a low-power LoRa network. The chambers are creative adaptations of the closed chamber method used by peatland restoration practitioners to monitor greenhouse gas exchange. The installation includes a transparent automated chamber housing a living sphagnum moss ecosystem beneath an ultraviolet grow light, actively sequestering carbon dioxide, alongside receivers and a filmed performance. In the film, performers unfold white, transparent black and opaque black cloths over a chamber, echoing climate-science protocols used to simulate light conditions and calculate net ecosystem carbon balance. Gestures of calibration, measurement and care become choreography. Environmental data from the chamber is transmitted to receiver modules that translate CO₂ flux into light, pulse, number and scrolling text. The work draws on the embodied routines of environmental measurement observed during years of field research with peatland restoration practitioners. Simultaneously signal carriers, custodians and talisman-bearers, the performers inhabit an enigmatic past-future where sensing infrastructures, ecological restoration and ritual action converge. The antenna appears not simply as a communications technology but as a device for listening to distant signals and unseen forces. At once scientific instrument, sculptural form and ritual object, it operates as a contemporary form of magic, connecting bodies, machines, landscapes and atmospheric processes. Artwork Description and Title of Work: Registers Artworks include a camera that opens its eye once a day, a text work which is activated by rain, as well as images showing how everyday street infrastructure can be used as improvised sensors which can help us to gauge climatic changes. Thinking about light data received from the sun, guided research toward Gnomon V1, a low power device with a miniature camera, which wakes up once a day to capture an image of a shadow which over time creates a long-term visual trace. In the artwork "Rain V1", an outdoor tipping bucket (rain gauge), is triggered by falling rain, activating an indoor display of human collected and collated words about water and rain taken from a variety of perspectives. The work is a response to the term “modern water” coined by geographer Jamie Linton who in his book “What is Water?” argues that modern western scientific conceptions of water have, at times, led to a homogenised reading of water as a singular resource to be engineered and controlled, but have sometimes left out a plurality of cultural readings: encompassing people, locations and entities which have a lived relationship to it. Linton proposes altering the way that we see water, reframing this vital substance as plural, being constituted of many waters each coming into confluence, having compositions and connections to locality differentiated via social conditions, uses, customs, rites, local climates, seasonal knowledges and adaptations which are registered and changed via a plurality of tacit knowledges, uses and personal experiences. Artwork Description and Title of Work: Power Creep Power Creep is a sculptural work that examines the relationship between Ireland’s energy landscapes and expanding demands of digital infrastructure driven by developments in Artificial Intelligence. Borrowed from gaming culture, the term power creep describes the gradual escalation of power within a system, where continual growth is required to maintain relevance. In this work, it reflects the exponential expansion of computational infrastructure, and its increasing consumption of energy, water, labour, and land within an Irish context. Fragmented online digital vernacular is processed using a LLM; with its generated output distributing commands to an automated typewriter. The typewriter acts as both an interface and historical artefact within the computational stack; materialising the resource-intensive infrastructures obscured through the metaphor of the “cloud”. Power Creep reflects on the reconfiguration of the Irish landscape through the very technologies that consume it, asking who really benefits from this digital infrastructure? and what finite costs underpin its exponential ‘creep’? He lectures at the National College of Art and Design. Artwork Description and Title of Work: Memoir 1: Trust We Memoir 1: Trust We was conceived to live in people's homes rather than in the gallery. It is a distributed network of electro-fitted domestic vases, an infrastructure for community-collected temperature data that speaks to our post-truth landscape, climate change, and climate denial. In its intended form it is a DIY assembly kit: each participant builds their own vase, and each becomes one node in a wider network. This wider deployment remains speculative for now. Exhibited at Beta Festival, is a demonstration of this public telematic artwork. Each kit includes an external radio-controlled sensor that reads the outside temperature against historical records for that place and date. Only when all three vases independently confirm a daily heat record has been broken does the work activate: a scent is released, a sound marks the moment, and the participant is invited to respond, in writing, drawing, or another mark, to a single open-ended question. Each broken record prompts one question word, how, why, when, what, where, which, who, and the work runs until the network has moved through them all. The responses gather into a new kind of Ordnance Survey Memoir. In the 1830s, as the Ordnance Survey mapped Ireland, surveyors were directed to compile written accounts of each parish, knowledge the map alone could not hold. Artwork Description and Title of Work: Cybernetic Ecologies Cybernetic Ecologies is a data driven, hybrid installation, utilising real-time local weather data, feedback loops and interactive technologies in order to recontextualise posthumanist ideologies through a cybernetic lens within the digital era. Primarily this line of inquiry is concerned with embodiment and the hybridisation or dissolution of otherness dividing the digital, the self and the environment, by means of understanding surfaces, specifically our landscapes, as informational patterns and positioning the skin as a membrane where data resides. In a rigorous exploration of rhizomatic networks, this work explores the fluidity and interconnectedness existing between human and non-human systems, drawing parallels between data infrastructures and invasive plant species; contextualising the relationship between them and their surrounding environments as a cybernetic system in itself. Developing upon this speculative approach in reconciling cybernetics and posthumanism, Cybernetic Ecologies examines the landscape as a prosthesis of memory, extending both human and machine consciousness to become embedded within the natural environment, facilitating the emergence of one larger ecosystem, a networked reality produced by ubiquitous data flows. Artwork Description and Title of Work: Elk_Agent (Working Title) Elk_Agent is a work in progress from my practice-led Masters research on the Bog of Allen, focusing on the Timahoe Solar Farm in North Kildare, where entangled histories of technology and ecology emerge, and the past:present:future collide. Utilising methods of speculative fabulation, a digital 3D scan of an Irish Elk skeleton, found in an Irish bog and now displayed in the Vienna Museum of Natural History, is taught, through machine learning, to reorient itself and walk again in an alien digital space it never evolved for. An organic glitch that erupts into the present. This research continues to be produced through fieldwork, analogue photography, cyanotypes, small solar-powered electronics, mist projection screens, and 3D scanning. Growing up within a plural cultural framework in Taiwan, from Daoist and Buddhist cosmologies to Western scientific paradigms, has shaped his interest in how different systems construct knowledge and perception. This has led him to question how dominant human-centric and positivistic perspectives influence the way we relate to the unknown and imagine other forms of existence. Following this path of inquiry, the concept of aliens often shows up in his work. He often approaches “alienness” not just through its extraterrestrial meaning, but also as a poetic and perceptual approach to encounter entities, intelligences, or inner states that exceed familiar human categories. He uses his work as a liminal weaver, breaking the boundaries between science and spirituality, self and other, human and non-human, internal and external. Artwork Description and Title of Work: Becoming Red Dust 化身紅 Since the late 19th century, Mars has been trapped in our biased imagination, from canal myths to science fiction conquest. Becoming Red Dust rethinks this legacy, inviting us to look beyond data models. By shifting perspective to Mars’ tiniest inhabitant, its dust, the project imagines a future where even non-living matter gains narrative power. Misinterpretations of Martian observations, like the so-called canals of the 1870s, created visions of alien civilisations and framed Mars as a place to conquer. Modern technology has corrected many illusions, yet our knowledge still depends on data and AI simulations. Reducing a planet to numbers risks creating distance instead of encouraging connection. Becoming Red Dust invites us to identify with Mars’ most persistent element, its red dust. Seeing dust as an inhabitant offers a more intimate understanding of the planet. This speculative approach questions human-centered views and proposes a future of coexistence, where even non-living things can be storytellers and witnesses in a shared ecology. In this way, Mars becomes less a target for conquest and more a world to relate to. Through the use of narrative generative systems, he creates simulations that reveal technological observation as a form of worldmaking, while investigating technological lifecycles from hype through adoption, infrastructuralization and obsolescence. He is interested in the built infrastructures which enable our digital lives, as well as the ways in which their presence in the natural landscape affects our perception: the moments when utility becomes nostalgia. His real-time simulation work, Arcadia Inc. was recognized as a 2021 winner of the Lumen Prize in Art and Technology. In 2025 he was awarded the ABS Emerging Artist of the Year award and the SOLO AI AWARD. Artwork Description and Title of Work: End of Signal What does it mean, under contemporary earth-observation regimes, to see everything and still misread? What space can uncertainty retain when observation is coupled to adjudication, when vision is engineered not to dwell but to authorize? In End of Signal, Cezar Mocan takes this tension as a point of departure. A toxic lake disappears from satellite view during a solar eclipse and reappears at dawn; an insurance claim is filed for its “temporary non-existence”; witnesses diverge, and the datasets do not quite align. The exhibition treats this small fracture as both narrative device and lens onto a broader condition: it shows how poorly both institutions and machines cope with not knowing. Rather than critiquing the surveillance apparatus from a safe distance, Mocan inhabits its interior. The narrative voice is that of a distributed satellite — seventy-two “eyes” in low Earth orbit — trying to reconstruct what happened to the lake and repeatedly falling short. Its spiraling attempts to explain the anomaly, its accumulation of incompatible testimonies, appear less like an otherness and more like a reflection of our own difficulty in living with the unknowable. End of Signal argues that contemporary infrastructures of vision do not coexist with uncertainty — they manufacture it, spinning reality into versions, each persuasive enough to intensify unknowability, each partial enough to cancel the next. What shifts is not truth — which has long been partial, negotiated, constructed — but the texture of not knowing: less a gap produced by missing information than a surplus of plausible versions, enough to stall judgment while still demanding it.
